This role will be the subject matter expert in rail operations, engineering, signals and communications, RTC and railway rules and regulations. It will perform compliance and verification audits, update and review CROR training material, provide analysis and procedures to support ongoing business needs. The specialist will also be responsible for the production and delivery of briefing materials to the Senior Manager and Manager Operating Practices. What will I be doing? Assist the Manager, to lead the department through the creation and implementation of all the necessary documentation. Assist in the implementation of the railway supplied electronic devices and development of the first formal release of the Metrolinx Rail Operating Rule Book using all existing CROR Rules documents as a base. Work with stakeholders to oversee the process for auditing Operating & Engineering to ensure compliance to all operating rules and procedures. Work with the day-to-day compliance as well as to ensure that any changes through issuance of Operating Notices & Bulletins are received and there is a full and clear understanding for compliance. Participate in the review, approval and issuing of system special instructions, educational bulletins and rules bulletins related to the Canadian Railway Operating Rules (CROR) from other stakeholders. Work with the Manager and operating practices team to set standards for the General Bulletin Orders (GBOs) and provide guidance to relevant stakeholders. Participate in the issuance of operating manual documentation associated with detailed breakdown of changes done to the Canadian Railway Operating Rules, General Operating Instructions and General Engineering Instructions. Work in close collaboration with adjoining railways such a CN Rail, CP Rail and VIA Rail Operating Practices groups for operational matters that ensure that risks specific to operations of the adjacent railways are appropriately mitigated. Collaborate with the Operating Practices team to provide railway expertise to the Rail Incident Investigations team as well as the Executive Safety, Health and Environment committee. Collaborate with the Training Department to provide subject matter expertise and oversight of CROR course curriculums, accredited trainer validations and exam proctor support. What Skills and Qualifications Do I Need? Completion of a degree in Business Administration or a related discipline – or a combination of education, training and experience deemed equivalent. A degree or education in Railway Engineering is considered and asset. Certification or Designations - CROR qualification, Signals and Communications Engineering, Operating Crew and/or RTC qualification, Railway Track Specialist is an asset. Demonstrated experience in Railway Operations and regulatory affairs and/or high-level management experience. Ability to contribute to transformational changes, risk management and assessment initiatives to adapt to new or changing requirements. Ability to participate with other stakeholders to lead change throughout the organization, reflecting on lessons learned, evaluate, and define problems/challenges and identify all processes. Team player and management skills to manage and motivate a team as well as cross functional teams and set high standards and clear expectations. Effective written, oral, presentation and interpersonal skills to articulate and present advice, options, and recommendations. Basic knowledge of policy development, risk and change management, and project management principles and methods to lead and manage projects and continuous improvement initiatives.
