MANAGER WATER INFRASTRUCTURE MANAGEMENT - Infrastructure Delivery & Monitoring (IDM)

Manages collaboration with capital project delivery partners to support the design and construction phases of capital projects, which involves providing technical expertise, as required, analyzing delivery issues and identifying solutions to enhance capital project delivery.
Recommends processes, policies, and key performance indicators concerning the delivery and monitoring of capital projects.
Evaluates, monitors and decides on changes to capital project scope, schedule and/or budget, and opportunities to bundle delivery of capital projects, in consultation with other WIM units and delivery partners.
Builds and maintains relationships with City of Toronto project delivery partners/divisions and external partners (e.g. consultants and associations involved in water and wastewater infrastructure design and construction).
Participates as a member of the section's management team, and attends capital delivery coordination meetings and budget related meetings, as required, led by the Capital Planning and Implementation Section of Toronto Water

Manages, motivates, and trains the Unit's staff, including supervision of day-to-day operations, scheduling, assigning, and reviewing work, and monitoring and evaluating staff performance, while ensuring effective teamwork, and high standards of work quality and organizational performance, and promoting continuous learning and innovation
Ensures the efficient utilization and development of human resources.
Develops and administers the annual budget for the unit and ensures that expenditures are controlled and maintained within approved budget limitations.
Develops and implements detailed plans and recommends policies regarding program specific requirements.
Enhances and promotes the division by providing strong leadership, setting goals and priorities and taking a proactive approach to problem solving.
Supports the development of the Section's Key Performance Indicators.
Prepares reports to City Council and Committees.
Represents Toronto Water at meetings and consults with the public, City Council staff, internal and external clients and consultants.
Oversees the preparation of technical reports and staff reports for Committees and City Council, as may be required. Key Qualifications: Among the strengths you bring to the role of Manager, Water Infrastructure Management, Toronto Water, you will have:
A Professional Engineering license and be a member in good standing of the Association of Professional Engineers of Ontario (PEO)
Significant experience in the programming and delivery (design and construction) of water and wastewater capital programs, including monitoring, reporting and analyzing on capital project delivery with a focus on budget needs and pressures and capital delivery timelines.
Experience in the development of Capital Budgets, including planning, scheduling, prioritizing and costing of projects.
Familiarity with the development and management of Operating Budgets.
Broad knowledge of strategic planning for water and wastewater infrastructure, focusing on identifying budget needs, budget pressures, and capital delivery.
Broad knowledge of environmental assessments needs assessment, infrastructure planning, design, construction and the operation of water and wastewater systems.
Demonstrated experience in managing a multidisciplinary team of technical and professional staff including experience leading, motivating, coaching and developing employees.
Broad knowledge of the principles and practices of water resources, stormwater management, water distribution and wastewater collection systems, and water and wastewater treatment.
Considerable experience in the development of policies, programs, technical design guidelines and/or by-laws related to stormwater management, water resources, water distribution, wastewater collection, water treatment and wastewater treatment systems and mitigating the impacts on aquatic resources and the natural environment.
Highly developed ability to manage competing priorities, including the ability to influence and negotiate outcomes.
Considerable experience in the preparation of interdivisional and external process documents, preparation of council reports, review of technical reports and responding to inquiries by councillors, external agencies and the public.
Significant knowledge of Federal and Provincial regulations and requirements including, but not limited to the Ontario Water Resources Act, Environmental Protection Act, Environmental Assessment Act, Federal Fisheries Act, Clean Water Act, Procedure F5-5 and MECP's Stormwater Manual, Safe Drinking Water Act, Sustainable Water & Sewer System Act, Municipal Act, Land Use Planning Act, the Development Charges Act and Water Opportunities & Water Conservation Act.
Working knowledge of the Occupational Health and Safety Act & Regulations, Collective Agreements and related Employee & Labour Legislation.
