Our federal government client is seeking a Senior-level Project Manager to lead and coordinate IM/IT infrastructure construction projects within a large-scale portfolio. The role involves defining requirements, reviewing technical documentation, managing timelines and deliverables, and supporting strategic initiatives across multiple sites and teams.
Tasks
- Manage multiple IM/IT infrastructure construction projects simultaneously across operational environments
- Define and document project requirements, budgets, and timelines, including inputs to formal submission documents
- Prepare costing documents, implementation plans, risk assessments, and system documentation aligned to stakeholder requirements
- Coordinate the production and review of Statements of Requirements, project schedules, work breakdown structures, and accreditation plans
- Lead quality assurance processes and verify integrity of project documentation and design standards
- Participate in detailed reviews of construction-related drawings, including HVAC, security systems, telecommunications rooms, and backbone network layouts
- Generate project plans, tracking reports, and meeting documentation using standard project management tools
- Support in-service support planning and system deployment transition documentation
- Provide guidance to project managers and support the development of documentation and decision-making tools
- Prepare and submit weekly reports detailing project activities, outstanding items, and progress updates
- Contribute to working group discussions, maintain project documentation libraries, and support meeting facilitation and reporting
- Attend and participate in stakeholder meetings, including ad-hoc and regular progress reviews
Qualifications
- Minimum of ten years of experience managing IM/IT infrastructure construction projects including requirements definition, costing, design, and implementation
- Recent experience producing a variety of the following IM/IT project documents: Statement of Requirements (Infrastructure or IT), ROM Costing, Work Breakdown Structure, or Accreditation Schedules
- Recent experience participating in design reviews for a variety of the following: telecom/server room layouts, HVAC systems, network cabling/backbone design, and building security systems
- Experience managing multiple defence related and/or enterprise related projects concurrently within the past 15 years
- Experience working on major mulit-million dollar IM/IT capital projects
- Experience reviewing communications, electrical, and mechanical design drawings for construction
- Experience managing projects involving EMSEC zoning and accreditation
- Experience overseeing the design of telecom and/or server rooms across multiple projects
- Certified as a Project Management Professional (PMP) or PMCD3
- Currently holds valid Canadian Top Secret security clearance
- Fluent in both English and French for verbal and written communication in a bilingual environment

Key Responsibilities:
- Plan, organize, direct, control and evaluate M&E portion of construction projects from start to finish according to schedule, specifications and pre-construction budget.
- Review and approve the overall bid / pre-construction schedule.
- Develop an effective bidding strategy for each project based on the owner’s evaluation criteria and align response to maximize scoring.
- Provide oversight and utilize best practices to set the overall standard for pre-construction activities.
- Develop and implement overall strategic planning at the business unit in coordination with the District Manager, and lead and support at the project level
- Carry out a full review of the MEP scope of works and undertake technical appraisals identifying any risk or gaps and mitigation measures required and ensuring these are suitable resolved or strategy established prior to settlements.
- Lead and manage the MEP Bid Management function to ensure that all aspects of the opportunity are fully understood and communicated to all members of the bid team, including developing pre-construction programs and submission plans with supply chain and ensuring the relevant outputs are achieved.
- Oversee the development of the pre-construction process, for continuous improvement, effectiveness, and efficiencies
- Oversee the management of the pre-construction budget on more complex projects if necessary.
- Manage large, complex, construction projects in excess of $0M
- Advise on selecting trade and consultant partners that are assessed to be financially viable with adequate manpower and appropriate level of expertise to complete the work.
- Review and approve mitigation of potential pressures on fee and lead discussions to properly assess and calculate fee.
- Develop and manage strategic relationships that will inform teaming on major pursuits.
- Build and maintain strong internal and external relationships.
Required Skills:
- 10 years’ experience in a management leadership role in a construction company
- Experience leading M&E bid and pre-construction phase
- Experience in large design-build, and other complex projects.
- Track record of successful commercial pre-construction project management of large, complex, construction projects in excess of $5 M
- Proficiency in conceptual estimating, benchmarking, and market testing, and knowledge of analytics related to project pursuits.
- Experience in gaining major bids with joint venture partners, with proven management of successful infrastructure and construction bids
Required Education:
- A Diploma in Mechanical, Electrical, or a related field is an asset.
